IOGP Europe input to the Public Consultation on the methodologies for certifying permanent carbon removals

IOGP Europe welcomes the Commission's initiative to launch a call for feedback on the Delegated Act (DA) of the certification methodologies for permanent carbon dioxide removal (CDR). To achieve the European Union’s target of climate neutrality by 2050, CDR must complement emissions reduction efforts. Scaling these solutions while maintaining environmental integrity and aligning with existing climate policies is essential. Robust certification methodologies will play a pivotal role in ensuring high-quality carbon removals.

IOGP Europe also welcomes the work and the discussions that have been taking place under the Commission’s Expert Group on Carbon Removals. As Members of this Expert Group, IOGP Europe had the opportunity to provide input for the discussions and the drafts provided. While improvements have been made throughout the dialogue with the Commission, we still consider that there is room for improvement and enhancement of these methodologies.

To strengthen the DA and support early deployment of high-integrity carbon removal projects, we recommend the following targeted adaptations:

  1. Ensure proportional monitoring requirements for storage.
  2. Provide investment certainty for early DACCS projects.
  3. Clarify definition of biogenic CO2.
  4. Adjustments to the duration of activity period for DACCS and BioCCS.
  5. Strengthen monitoring through digital MRV tools.
  6. Differentiate DACCS and BioCCS from Biochar carbon removal
