New Pact for the Mediterranean: an opportunity to foster the region’s energy integration
Brussels, 8 September 2025 - On the occasion of the launch of the Mediterranean Energy Perspectives 2025 report in Brussels, IOGP Europe and the Organisation Méditerranéenne de l’Energie et du Climat (OMEC) urge Mediterranean leaders and the European Commission to leverage the “New Pact for the Mediterranean” to align energy security, affordability, and climate ambition into one integrated strategy.
The Mediterranean Energy Perspectives 2025 report (MEP 2025), provides a data-driven roadmap for policymakers, investors, and institutions to navigate energy security risks while accelerating the clean energy transition. It is structured around a Reference Scenario that considers past trends, current policies, ongoing projects, and incorporates the Nationally Determined Contributions, and a Net-Zero Carbon ProMED Scenario co-funded by the European Commission.
The report shows that the Mediterranean can become a key energy and decarbonization hub, benefiting the prosperity of Mediterranean countries and the EU if sufficient investments are mobilized, regional cooperation is strengthened, and policies are integrated to develop energy infrastructure, increase energy efficiency, strengthen system flexibility, and diversify energy mixes.
Lapo Pistelli, Chairman, OMEC:
“This 2025 edition of the MEP comes at a defining moment for the region, as the Mediterranean today stands at the intersection of shifting energy dynamics, deepening interdependence, mounting geopolitical, trade and climate-related pressures. As the consequences of climate change are dire for the region, a pragmatic and realistic response is required to produce a system transformation, with energy security, as well as economic and societal resilience as the centre piece.”
Houda Ben Jannet, General Director, OMEC:
“MEP 2025 is more than just a scenario exercise - it is a strategic tool to redefine priorities and guide action. It demonstrates that the Mediterranean region has a credible and achievable path toward a more secure, competitive, and sustainable energy future. The challenges ahead are real, and the transition will be complex. The final outcome may well lie somewhere between the scenarios, but the direction is clear. The closer we move towards the ProMED scenario, the clearer the benefits - not only in terms of energy security and economic opportunity, but also in delivering tangible improvements to people’s lives. This edition of MEP is a call to accelerate cooperation, investment, and policy ambition across the region.”
François-Régis Mouton de Lostalot, Managing Director, IOGP Europe:
“From vast natural gas and renewable resources to energy efficiency potential and promising CO2 storage sites, the Mediterranean’s energy and decarbonization options are almost endless. Whether it is in the EU or the broader Mediterranean, the stabilizing role of natural gas will prove key to grid resilience, sustainability, and affordability. The New Pact must be anchored in the region’s reality and needs.”
