IOGP Europe views on the Grids Package
IOGP Europe welcomes the opportunity to provide input to the European Commission’s public consultation on the Grids Package.
Summary of IOGP Europe recommendations:
- Build integrated energy system linking electricity, gas, hydrogen, and CO₂ networks for enhanced efficiency and resilience
- Develop dedicated grid hydrogen strategy as part of EU Grids Package with forward-looking, integrated infrastructure planning.
- Clarify supply/demand signals to provide long-term visibility on hydrogen and CO₂ volumes, enabling investment and infrastructure planning.
- Establish functional low-carbon product markets to unlock scalable demand for clean molecules.
- Establish intertemporal cost allocation solutions to support early stages of development of CO2 cross-border infrastructure
- Prioritize partnerships with Norway (mature geological storage) and UK through strategic CO₂ corridors
- Recognize strategic corridors as PCIs/PMIs under TEN-E framework for integrated planning.
- Develop funding and de-risking mechanisms to support development of CO2 infrastructure:
- Extend CEF funding to early-stage CO₂ storage exploration
- Strengthen Innovation Fund support
- Introduce blended finance instruments combining public-private capital
- Create EU-level guarantee funds for volume and counterparty risk mitigation
- Support public-private partnerships, especially for early-stage transportation infrastructure
- Future PCI/PMI evaluations should assess CO₂ storage accessibility, transport mode integration, and scalability potential
- Streamline permitting procedures through faster response times, digitalization, and coordinated processes rather than additional developer burdens.
- Support diversified, technology-neutral energy systems for efficient infrastructure deployment
