Simplification Omnibus Package: towards a proportionate, coherent and efficient sustainability framework for European competitiveness

IOGP Europe welcomes the European Commission’s first Omnibus Simplification Package as a long-overdue step toward a more coherent and investment-friendly regulatory environment.

Simplification doesn’t mean lowering ambition—it means tackling fragmentation, complexity, and excessive burdens that threaten Europe’s industrial resilience and competitiveness.

As the EU calls for strategic investment through the Clean Industrial Deal, the regulatory framework must evolve accordingly. A streamlined system is not just industry’s demand—it’s a strategic necessity to meet climate and economic goals.

We particularly welcome the review of key legislation like the CSDDD, CSRD, and EU Taxonomy, though the package only partially addresses existing challenges, including:

  • Fragmented approaches to transition plans
  • Overlapping and conflicting reporting obligations
  • Legal uncertainty and disproportionate liabilities

We believe transition planning should remain within the CSRD, the EU’s main reporting tool. Forward-looking disclosures must be reliable and decision-useful—not speculative.

Some proposals, like dropping mandatory sector-specific standards and clarifying audit rules, are positive steps. But their success hinges on implementation and effective oversight—especially of standard-setters like EFRAG.

Finally, the EU Taxonomy must become a practical tool for transition finance, with enough flexibility and global interoperability.

With the right adjustments, this package can mark a shift from complexity to clarity, and from burden to enablement.
