IOGP Europe’s response to the call for evidence on Modernisation Fund’s operating rules

IOGP Europe has submitted its response to the European Commission’s call for evidence on the operating rules of the Modernisation Fund (MF) — a key instrument to support the energy transition in lower-income EU Member States. 

We support the MF’s core objectives but call for its evolution into a more flexible, scalable, and technology-neutral tool, aligned with the EU’s growing climate ambition and competitiveness agenda. 

IOGP Europe’s Key Recommendations 

To boost the Fund’s effectiveness and real-world impact, IOGP Europe recommends: 

  • Broadening eligible investments to include low-carbon solutions such as CCS, low-carbon hydrogen, and transitional uses of natural gas. 
  • Extending the Fund’s horizon beyond 2030 to accommodate complex, large-scale energy projects. 
  • Raising project-level grant ceilings and allowing more flexible financing rules, including for investments already underway. 
  • Prioritising strategic, cross-sectoral partnerships that deliver measurable, system-wide benefits.
