IOGP Europe’s response to the Stakeholder Consultation on MoP (Annex VII – Inside Information)

This response presents IOGP Europe’s views on ACER’s stakeholder consultation regarding the update of the Manual of Procedures (MoP), specifically Annex VII (Inside Information data fields), Annex VIII (XML schema), and the related FAQs under the REMIT framework. The consultation aims to enhance harmonisation, clarity and consistency in the disclosure and publication of inside information across EU energy markets, including clarifications on key reporting fields such as Event Status, Type of Unavailability, capacity reporting for overlapping events, and the use of EIC codes.

IOGP Europe supports efforts to improve transparency and alignment in inside information reporting while emphasising the need for practical, proportionate and operationally workable requirements. In its response, IOGP Europe highlights the importance of preserving clarity in event status definitions, ensuring accurate and granular reporting of overlapping unavailability events, and avoiding rigid mandatory EIC requirements that could delay timely disclosures or create implementation barriers for certain asset types.
