“This is not a bank”: CCS Multistakeholder Workshop

Jeannette Baljeu is a member of the European Parliament on behalf of the Dutch People’s Party for Freedom and Democracy (VVD), which is part of the liberal political group Renew Europe. She is a full member of the Internal Market and Consumer Protection (IMCO) committee, as well as a substitute member of the committee on the Environment, Public Health and Food Safety (ENVI) and Transport and Tourism (TRAN).
In parliament, she focuses on a sustainable single European market.
Before Jeannette became a Member of the European Parliament in July 2024, she was Regional Minister of Zuid-Holland (2017-2024) and vice-mayor of Rotterdam (2006-20014), during which time she experienced the practical effects of European regulations. Her work concentrated on the transformation of industry, port and maritime clusters towards a sustainable and circular future. To Jeannette, businesses form the backbone of our society and need clear and workable regulations. Critical raw materials are a concern of high priority to her.
In ENVI she will put to good use her experience of water management and water quality issues for which she was responsible in Zuid-Holland. Whereas the previous mandate was all about setting goals, this new mandate will be about #howdoweachievethis

Lucie Boost is the newly appointed Secretary General of Gas Infrastructure Europe (GIE), officially assuming the role on January 27, 2025.  Before joining GIE, Lucie served as the Head of Public Affairs for Europe at Air Products, where she led a team responsible for European and national energy affairs, focusing on key markets such as the UK, the Netherlands, Germany, and Spain. Her expertise encompasses hydrogen, the integrated energy market, and carbon capture, utilization, and storage (CCUS).  

Prior to her tenure at Air Products, Lucie spent 13 years at Equinor, holding various leadership positions in natural gas sales, regulatory affairs, and public affairs. During this period, she gained extensive experience in gas regulation, hydrogen, and CCS, representing the company in organizations such as Eurogas, the European Federation of Energy Traders, the International Association of Oil & Gas Producers, the Zero Emissions Platform, and Hydrogen Europe.  

Lucie holds a Licence degree in Political Science and International Relations from the Vrije Universiteit Brussels and is proficient in Dutch, English, and French. 

Upon her appointment, Lucie expressed her commitment to evolving Europe's gas infrastructure to accommodate renewable and low-carbon sources, emphasizing its essential role in ensuring the long-term viability of the sector.  

Lucie's extensive experience and dedication to the energy sector position her to lead GIE effectively as it navigates the evolving European energy landscape. 

Caterina De Matteis is a Senior Policy Manager at IOGP Europe. She has over 10 years of experience with EU energy policies, with a core focus on CCS and Hydrogen. Caterina is Co-Chair European Commission’s CCUS Forum Working Group on CO2 infrastructure, and holds a Master’s Degree in International Relations and Diplomatic Affairs from the University of Bologna.

Gabrielle is the Senior Vice-President for European Public Affairs and serves as the High Representative of the Chairman and CEO of TotalEnergies to the European Institutions. With advanced studies in engineering and sciences, she has held senior management roles in both the public sector and within French and European companies across various industries, including telecommunications and media, finance, energy, and infrastructure. She is a board member of Gecina and Gfi and is also a member of the French Academy of Technologies.

Stefanie Hiesinger is the Head of Unit C2, Low Carbon Solutions: Research & Low Carbon Technology Deployment, within the Directorate-General for Climate Action (DG CLIMA) at the European Commission. In this capacity, she oversees initiatives aimed at advancing research and the deployment of low-carbon technologies to mitigate climate change.  

Ms. Hiesinger has been actively involved in discussions on carbon capture and storage (CCS) and the governance mechanisms required in Europe. She participated in a panel discussion organized by the Öko-Institut e.V. and the European Climate Foundation, focusing on minimizing risks associated with CCS and exploring effective policy designs.  

In her role, Ms. Hiesinger has also addressed the European Hydrogen Bank's potential in revitalizing the hydrogen market, highlighting the Commission's commitment to fostering innovation in low-carbon solutions.  

Throughout her tenure at the European Commission, Stefanie Hiesinger has demonstrated a strong commitment to advancing sustainable technologies and implementing policies that support the European Union's climate objectives 

Julie has long been committed to playing an active role in the energy transition and contributing to reducing environmental impacts.

She pursued a General Engineering degree at the École Centrale de Marseille, specializing in the sociological, economic, energy, and environmental challenges shaping today’s world.

Through her various experiences, she has developed a comprehensive understanding of decarbonization challenges. She first worked as an intern at EDF’s R&D center, focusing on energy consumption in the residential sector. She then joined IFPEN in the Monitoring and Economics Department, where she conducted techno-economic analyses of energy markets in the transport sector.

In October 2023, she joined the Directorate General for Enterprises (DGE) within the Industrial Decarbonization Service, where she contributed to shaping the National Strategy for Carbon Capture, Utilization, and Storage (CCUS).

Today, she remains fully engaged in the energy transition and is responsible for driving the deployment of this sector in France through the implementation of public support mechanisms and the monitoring of strategic projects.

Stefano is the Head of EU External Affairs for the CCSA in Brussels. He has several previous experiences in EU climate and energy policies, having worked for companies and trade associations such as FederlegnoArredo, GSE (Gestore Servizi Energetici), and the European Heat Pump Association. In his previous role, Stefano was the Policy and Business Development Advisor for the RE-Source Platform, working with SolarPower Europe and WindEurope.

François-Régis Mouton de Lostalot-Lassalle is the Managing Director of IOGP Europe. With over 30 years of experience in the energy sector, he has gained a profound understanding of the impact oil and gas—and energy in general—have had and will continue to have on the functioning and development of societies.

He recognizes the critical role energy will play in the years ahead, not only in shaping our standard of living but also in addressing climate concerns. Throughout his career, François-Régis has worked with a diverse range of organizations and institutions, broadening his perspective on the role of oil and gas in society and the importance of ensuring these resources are used responsibly to meet the challenges of today’s world.

His passion and dedication to his work have led him to his current role as Regional Director for Europe at the International Association of Oil and Gas Producers (IOGP) in Brussels. He has enjoyed this opportunity for the past six years, particularly thanks to the exceptional team of talented and driven individuals he works with at IOGP.

Lina has a strong background in policy, economics and law, working on sustainable finance and how to enable well-functioning markets to further our fight against climate change.

She has focused in particular on the deployment of low-carbon technologies, ensuring their real climate impact, how to address market failures and barriers to ensure a sustainable economy and how to increase capital flows to low-carbon initiatives and projects. Lina is Vice-Chair of the CCS Europe board, and Co-Chair to the Zero-Emission Platform’s (ZEP) Network on Policy & Technology. She has previously held the role of co-chair to the Working Group on Infrastructure under the CCUS Forum organised by the European Commission.

Fabio Poretti holds a Double Master’s degree in Mechanical Engineering at the University of Connecticut and in Energy Engineering at the Politecnico di Milano.

Fabio covers the position of Technical & Scientific Officer at CEWEP – The Confederation of European Waste-to-Energy Plants in Brussels. He is responsible for Energy&Climate policies, together with project management and coordination within the Waste-to-Energy industry.
Among the latest projects developed in-house at CEWEP, Fabio worked as leading author of "the Climate Roadmap of the European Waste-to-Energy Sector- The Path to Carbon Negative".

He is also a member of the Carbon Removals Expert Group of the EU Commission, focusing in particular on industrial carbon removals and BECCS.

Lavinia Rizea is performing the role of energy attaché with the Permanent Representation of Romania. She has an experience of 20 years in the energy sector, in the industry sector as well as the government area. As energy attaché, Lavinia has been involved in the Council negotiation of key legislative files under the Green Deal in the area of renewable energy, energy efficiency, net zero technologies, oil and gas as well as nuclear policies. A recognized speaker at international conferences since 2006, she has shared her insights across Europe and the United States and has held leadership positions in different industry associations and youth groups.
She has a background in sociology and an MBA in consulting management.

Jeroen Schuppers is Senior Expert in DG Research & Innovation within the European Commission. His unit supports research and innovation on all aspects of the clean energy transition. Jeroen Schuppers holds a degree in geology from Utrecht University and a PhD from Delft University of Technology in the Netherlands. Before joining the European Commission in 2002, he held positions in the Geological Survey of the Netherlands and in the TNO Institute of Applied Geoscience.

Jasmin Sharzad is a prominent figure in Denmark's climate and energy policy landscape, currently serving as a Special Advisor at the Ministry of Climate, Energy and Utilities. With a robust academic background, he has been instrumental in advancing Denmark's initiatives in carbon capture, utilization, and storage (CCUS) as part of the country's broader decarbonization efforts.

Jan leads the CCUS portfolio development at Heidelberg Materials’operations worldwide. Prior, he was Director Alternative Resources, overseeing strategy around alternative fuels, raw materials, and CO2 utilisation and conversion. He has 25 years of experience in driving sustainability at Heidelberg Materials.

 Klaas Verwer is a seasoned geologist with extensive experience in the energy sector. He currently serves as the International Association of Oil & Gas Producers (IOGP) Europe's expert representative at the European Commission's Innovation Fund Expert Group (IFEG), where he contributes to discussions on carbon capture and storage (CCS) initiatives.  

Dr. Verwer's academic journey began at Vrije Universiteit Amsterdam in the Netherlands, where he earned both his Master's and PhD degrees. Following his doctoral studies, he undertook postdoctoral research at the CSL Center for Carbonate Research at the University of Miami in Florida.  

His professional career includes significant roles at Statoil ASA (now Equinor), a leading energy company based in Norway. At Statoil, he held positions such as Principal Research Geologist in Bergen, Principal Exploration Geologist in Stavanger, and Exploration Manager in Oslo. His research interests encompass the development and application of innovative technologies to enhance predictions of source and reservoir presence and quality, with a particular focus on carbonate depositional systems.  

In addition to his technical expertise, Dr. Verwer has engaged in public discussions on CCS, highlighting its potential as a transformative solution for Europe's energy transition.  

Throughout his career, Klaas Verwer has demonstrated a commitment to advancing geological sciences and contributing to sustainable energy solutions.
